Achilles UVDB audit explained: what to expect and how to prepare

A UVDB Verify audit assesses whether your organisation’s management systems and working practices meet the requirements for higher-risk utility contracts. Depending on the audit category, it may include a desktop review, management systems assessment and site visit. The best preparation is to ensure your documented procedures, records and day-to-day operations are consistent, complete and audit-ready.

For many organisations, the UVDB Verify audit is the most demanding part of the Achilles UVDB qualification process. It is also the stage where assumptions are tested and gaps in management systems become most visible.

While some suppliers only complete the online questionnaire, organisations undertaking higher-risk activities are typically required to undergo a UVDB Verify audit before qualification can be achieved.

Understanding how the audit works and what it is designed to assess can make preparation significantly more straightforward.

When is a UVDB Verify audit required?

    • Achilles UVDB operates on a risk-based approach.
    • Organisations carrying out lower-risk activities may only need to complete the online questionnaire.
    • Higher-risk activities generally require an additional UVDB Verify audit.
    • Whether an audit is required depends on the type of work your organisation undertakes and the service codes selected during registration.

Which audit category applies to your organisation?

Not all UVDB Verify audits are the same. Achilles operates five audit categories, and the one that applies to your organisation determines the structure, scope and duration of the assessment:

    • Category A — a desktop audit for smaller higher-risk suppliers, typically working under supervision or on sites controlled by the utility. No site visit is required.
    • Category B1 — a one-day audit for medium-sized higher-risk suppliers, split between a half-day management systems review and a half-day site assessment.
    • Category B2 — a two-day audit for larger higher-risk suppliers, split between a full day management systems review and a full day site assessment.
    • Category C — a one-day management systems audit for suppliers providing consultancy or design services. No site visit is required unless physical site-based work is involved.
    • Category D — a two-day audit for suppliers whose services include manufacturing, fabrication, servicing or distribution of products incorporated into utility assets or operational plant.

If you are unsure which category applies to your organisation, JVR Consultancy can advise as part of our support.

What is the purpose of the audit?

The audit is designed to assess whether your organisation has appropriate systems and controls in place to undertake higher-risk work safely and effectively.

Although many organisations think of UVDB as primarily a health and safety assessment, the audit is considerably broader.

    Typical areas assessed include:

    • Health and safety
    • Quality management
    • Environmental management
    • Business management arrangements
    • Competence and training

The focus is not simply whether documentation exists, but whether your organisation can demonstrate that its systems are being implemented consistently in practice.

    How does the audit work?

The UVDB Verify audit is typically carried out in two parts.

Part 1 – Management System Review

The auditor reviews your documented management systems, policies and procedures.

This includes assessing how your organisation manages risk, competence, operational controls and compliance across the activities being undertaken.

    Part 2 – Site Audit

Where appropriate, the auditor will visit a live site to observe how those documented arrangements are being applied in practice.

This allows the auditor to compare what your management system says should happen with what actually happens on site.

It’s worth noting that not every audit includes both parts. Categories A and C do not require a site visit — the assessment is conducted on a desktop or management systems basis only. Where a site visit does form part of the audit, the auditor will assess how your documented arrangements are being applied in practice.

    What are auditors looking for?

A common misconception is that the audit is simply a document review.

In reality, auditors are looking for evidence that your organisation has effective arrangements in place and that these are being followed consistently.

    They will typically assess whether:

    • Policies reflect day-to-day operations
    • Responsibilities are clearly understood
    • Risks are identified and managed appropriately
    • Staff have appropriate competence and training
    • Records support the processes being followed

The strongest audit outcomes usually come from organisations whose documented procedures accurately reflect the way they actually work.

Why do organisations fail the UVDB Verify audit?

One of the most common misunderstandings is that existing ISO certifications automatically satisfy UVDB requirements.

While standards such as ISO 9001, ISO 14001 and ISO 45001 often provide an excellent foundation, UVDB contains scheme-specific requirements that are not necessarily covered by ISO certification alone.

    Other common challenges include:

    • Gaps between documented procedures and operational practice
    • Missing supporting evidence
    • Incomplete competence or training records
    • Uncertainty over audit expectations

These issues can usually be addressed before the audit through structured preparation and review.

How do you prepare for a UVDB Verify audit?

Good preparation focuses on ensuring that your documented systems accurately reflect how your organisation operates.

    This typically includes:

    • Reviewing management systems against UVDB requirements
    • Confirming responsibilities are clearly defined
    • Checking that supporting records are complete and current
    • Ensuring staff understand the procedures they are expected to follow
    • Identifying gaps before the formal audit takes place

Preparing in this way allows organisations to address issues before they become audit findings.

The Procurement Act 2023 and UVDB qualification

Organisations supplying into the utilities sector should be aware that the Procurement Act 2023 has introduced changes to how procurement compliance is demonstrated. UVDB Powered by Achilles now supports compliance with both the existing Qualification System Notice under UCR 2016 and the Qualification Utility Dynamic Market notice introduced under the Act, providing a single pre-qualification route that satisfies both frameworks.

If you’re unsure how these legislative changes affect your audit obligations or existing qualification status, this is something JVR Consultancy can advise on as part of our support.

    Final thoughts

The outcome of a UVDB Verify audit is rarely determined on the day itself. It is largely the result of the preparation undertaken beforehand.

Organisations that understand how they will be assessed and ensure their management systems reflect their day-to-day operations are typically far better placed to achieve qualification and maintain compliance over time.
