Who typically requires a PCL
Principal Contractor Licences are generally held by larger or more established rail contractors with direct relationships with Network Rail.
Organisations pursuing a PCL will usually already have:

The process is therefore very different to organisations entering the rail sector for the first time through RISQS.
How the PCL process works
The Principal Contractor Licence process involves several stages.
Before applying, organisations must hold a valid RISQS qualification, including completion of the Core, Sentinel, CDM and Safe Work Planning modules. A Network Rail Sponsor is also required as part of the application — this is a named individual within Network Rail who supports and sponsors the organisation’s licence application.

- Complete face-to-face audit activity
